This is 100% a workaround #hack for the lack of rotation reference points in XD. This workaround is a bit fiddly as you need to know the amount of degrees you want to rotate the object by and also there is a lack of preview. However I hope it allows you to do what you need too!
Adobe XD is brilliant because of how accessible it is as visual design product, but there are a few features missing that can be frustrating. Being able to set the reference point for rotating, scaling etc objects is definitely one of them.
